1. Input current. For a JUNCTION transistor, the voltage base-Emitter is always between .6 and .9 Volts for the transistor to work at all, the current over this range can vary between 1 nanoamp to several hundred milliamps. The transistor amplifies this current and allows it to flow collector to emitter.
2. Output voltage, as said the current in th output circuit comes from the amplified base current. So you set the base current and vary the collector voltage.
