transient response don't match phase magin

I have a PM about 85 degree. but the transient has a damping singal. Is there has somethingelse could affect the transient.
 

Could you be more specific? Is this an actual circuit? A simulation? What do you mean it "has a damping signal"? Do you mean it's overdamped?
