Transducers convert electrical energy to mechanical motion
how can i create time delays or phase shift for mechanical motion?

I want to time delay or phase shift the mechanical motion
in microseconds and millseconds how can i do this please?
 

Plz give more specific details.
But, I think you can easily phase-shift the electrical signal that drives the transducer and obtain this shift on it mechanical output.
Mechanically you may use something like a flywheel (inertia) which is equivalent to a capacitor in electricity.
