What are the tools that are widely used for pre silicon validation?

This is pre silicon.

You can mention the name of tools for pre silicon validation whenever you think it should happen in the flow.

I don't understand.
For me pre-silicon means before having any "physical" chip in-house, so I have only the RTL code, the netlist, and a FPGA, then what do you want to validate?
RTL code is made with simulations.
netlist LEC and/or simulations.
FPGA by running simulation on hardware platforms.

is it what you expect?
 

I think it is common to use modelsim to do functional validation through simulation.
