What kind of network parameters would you like to monitor?
Unless you work for a GSM Network provider, not that much is available. Perhaps a bit more when you do some low level GSM modem development?

if you want little info
buy a old DCT3 phone (nokia)
and activate the Netmonitor
u can get the data using MBUS or symply see it in the screen
