Tool chain for embedded sw development

I would like to ask you which is the best toolchain to develop, simulate, cross-compile and testing (both user application and kernel), starting from the choise of the most suitable host operating system.

At the moment I'm working with an pc with Ubuntu, codeblocks and the eldk42. I have a starter kit with ARM, serial, jtag port, etc.

For example one have told me to use Debian instead of Ubuntu to have more updated tools (i.e codeblocks is 2 versions higher), another suggests Fedora...

About eldk, is this the best environment for ARM?

About debugging? I' m using codeblocks (of course suggested) because it is slim, provides cross-compilation and debugging.

There are a lot of solutions and info on the web. This is because I need some help from people that have experienced more than me on this field.
