I have built transmission line zappers for lab use in ESD
structures characterization. They do the job. All you are
looking for is an excess of voltage (so as to get breakdown)
and a constrained pulse width (which the electrical length
gives you).
I use a mercury-wetted relay between one end of the coax
coil and the "stinger". The other end has a 100Kohm series
resistor to the HV supply. All share commmon return with
the shield. A momentary switch energizes the relay coil
(w/ external +5V supply).

Unless you are characterizing a multiple event scenario
you only close the relay once.
In simulation, forget all that - use a step voltage source
from zero to V(ESD) with a suitable risetime and all the
standard-model passives. Same difference but simpler.
