The ieee link shows rotating disks yet loads endlessly. It's just as well because IEEE policy has requested that IEEE documents be available only to subscribers.

Your attachment however appears different and is under the logo of PES university. Its topic touches on AI. Perhaps you can build individual  circuits displayed. No doubt you'll have to have to build many duplicates, and get them to cooperate (however that works) to make a neuromorphic circuit.
