Decoder chips has no reference voltage inside. Voltage levels of digital IC chips (logic high and logic low levels) depends on its technology used. For example CMOS, TTL etc. The coding of chips represents its technology. For example 40XX series are CMOS. 74XX Series are TTL. you should pay attention that your input low voltage lies between v input low minimum and v input low maximum as for the output of c-mos it is short circuit protected if connected to vcc or gnd.
