1- Do decoder (CMOS) have voltage reference inside (i.e, bandgap)?

2- what should i pay attention to if i want to desing 3 to 8 decoder?

3_to_8 decoder

Decoder chips has no reference voltage inside. Voltage levels of digital IC chips (logic high and logic low levels) depends on its technology used. For example CMOS, TTL etc. The coding of chips represents its technology. For example 40XX series are CMOS. 74XX Series are TTL. You can find more detail at the following links...

it doesn t include voltage reference.
you should pay attention that your input low voltage lies between v input low minimum and v input low maximum as for the output of c-mos it is short circuit protected if connected to vcc or gnd.
