hello I want to build a charger powered by a thermoelectric cooler (Peltier cooler) but the output voltage from the TEC is at minimum of 0.3 volts up to 1.3 V..
can you please suggest of how can I amplify it to give an output of 5V..thanks
 

You have already answered the question yourself by referring to LTC3108 in another thread, I think. Generally speaking, a self oscillating transformer voltage converter based on depletion mode transistors is the way to go. This can be possibly a simple one transistor circuit, but efficiency won't be as good as with LTC3108.
 
.if the input voltage of LTC3108 is fluctuating,,so its output voltage of it will also fluctuates at some value?
