If we have 2 capacitators - one (for example) 470m/400V and another 470M/250V. The max charge is the same but they have different max voltages. Lets say we work with 200VDC voltage. The both caps start charging. When we stop the power supply the caps are charged. So if we have a load after every capacitator, is there a chance the starting voltage of the cap with 400V max to be bigger than the 250V or the output voltage of both will be the same???
No, take note that a capacitor's voltage rating is not the voltage that the capacitor will charge up to, but only the maximum amount of voltage that a capacitor should be exposed to.

When the capacitors with the same capacity , want to occupy , both of them will get charge , the same with together.
( if your voltage is 200 volt , both of them will have 200v . the work volt of your capacitor has not effect , on charging . if you give 200 volt to a 150 volt capacitor it , just , will destroy.
