i need thermally conductive and electrically insulated pad, it is required because i want to mount

TO 247 size power component(non isolated) on heatsink to dissipate heat, and keep it cool,can any body suggest which one is best (lowest thermal resistance,highest electrical isolation), also suggest good thermal conductive grease as gap filler for electrically isolated power components

Lots of options, you probably want a kit that also provides
an insulating collet for the mounting screw in the tab?

"Highest" electrical isolation is going to work directly
against thermal conduction. Be sensible about specifying
that.
 
look up Denka BFG45A series insulating sheet - same thermals as lead (Pb) meets 3500Vac, for one layer (0.45mm thick) - Regards, Orson Cart.

Phase change thermal pads have very low thermal resistance and some of them are electrically isolated. They behave like thermal grease at a a certain temperature.
Berguquist for instance has many products that may fit your application. You could try Hi-Flow 330P or Hi-flow-650P. Contact pressure, flat and clean surfaces arealso crucial to guarantee the best thermal conductivity!
