The motor is not turning off in the HT12D and HT12E circuit, why is so?

Hi, i've assembled a circuit and schematics for a Tx/Rx circuit with the ic chips HT12d, HT12e and L293D driver. After turning on the circuit after selecting the input in D0-D3, the motor turns on but when turning it off, it doesnt turn off. The supply im using for each circuits and the motor is 9v. Also tried a 3V energizer with the motor but it still doesnt turn off. It only turn off when using a half-used 3v battery and when its on a breadboard, the problem is intermittent but on the pcb, it doesnt turn off at all. Also tried using different relays such as 5V and 9V but to no luck. Please help!
 

Have you fitted the external extra four diodes? They protect the IC from breakdown from motor switching transients

yes, i have already fitted in the 4 diodes in the transmitter part but the motor still continue to run.
