You would have to supply a specific unix for a detailed comparison.
From what I can tell UNIX's schedulers shedule tasks based on a nice value given to the task. Where the lower the nice value the more ticks are given to the task.
The windows scheduler works in a similar way, but is a little more complicated (I believe). It does things like gives tasks a higher priority while their window is on top.
