low pass filter

I'm working on a project to determine the speed of a moving wire.I'm using an optical encoder to sense speed.The output of the encoder has some circuitry.What will be the cut off frequency? 1Hz? Which equation should I use to calculate R1 and C1. What value can I use for R2 and which comparator should I use?

low pass filter

if you use RC the wave is smooths.
you can use schmit trigger to waveshaping.
