the charged particles at motion, does they produce electric field???

hi,

i know that charged particle at motion produce magnetic field ....my question is : does they also produce electric field at motion also...or the electric field at rest only ?????????

Maxwell's Equatons show that a changing megnetic field produces a changing electric field, and furthermore a changing electric field produces a changing magnetic field. So you can't have one without the other.
