You could be off frequency but there are commercial stations between 3.8MHz and 4MHz (75m broadcast band) and also between 7.1 and about 7.3MHz so Voice of Turkey may have another transmitter there. It is quite common for the same program to be broadcast on several frequencies at once to improve reception in different regions and conditions.
The out of tune music and warbling voice are quite normal for that kind of receiver, it is very difficult to find the exact tuning spot to make it sound right without using a synchronous detector but that would make your receiver much more complicated.
