terminals of the battery and charge

Hi all,

I have this clarification, does the terminals of the battery contain charges? If i bring any conductor near any one of terminals does it induce charges? I mean to say can the electrostatic theory be applied to the terminals of the battery?

Because the case of a battery is insulated, the actual electrical battery within it can have an electrostatic charge on it. So one terminal may be 300,000V the other, 300,012V.
