I got a error "Failed to get a mfgGridResolution value from the tech file" when I opened the layoutPlus in Cadence Layout Tool. I guess I need a Technical Layout File for 0.25 um "bsim3vs". Please give me this Techfile.

load technology file cadence

I believe you don't have that value set in the technology file.

Put the following in an ASCII file, and merge it with your existing technology file by using "menu" "Tools"->"Technology File Manager"->"Load.."
Load Technology File window will pop-up.
Browse and select the ASCII Technology file (as shown below)
Select the "Technology Library" you are currently working with &
Set the "Merge" radio button.

Keep the following in your ASCII file::
*=========================

physicalRules(

mfgGridResolution(
( 0.005000 )
) ;mfgGridResolution

) ;physicalRules

P.S. I guess, nobody can give you the technology file from the information you provided.
What technology you are working with?
which is the target foundry? (TSMC/CHRT/...)
I understand 0.25um.
Usually 0.25um will have so many process variants - like logic, mixed-signal, voltages, xMyP [ x and y are number of Metal and Poly layers involved ] etc..

Best option is - get the technology file from the foundry your design is targeted.
Which process variant? 2.2V/3.3V usually the

Added after 3 minutes:

Sorry for the last msg looks incomplete.
Let me complete it.
Process variants also includes some voltages they mention like 2.2V/3.3V, or 2.5V/5.0V - they indicate different MOS VDDs for I/O and core I guess.
