TC4017BP : Need explanation

application circuit of tc4017bp

Hi all,
as many of you have understood by now, I am a bit dum! So please don't laugh with some stupid posts I upload but try to be patient and help me.
I have a sequence of pulses. If cpm is under 10, the I want to cut them, if I have more then I want to feed a Schmidt trigger. Optional I want to cancel 20, 30, 50 etc pulses from triggering my circuit.
Can someone with simple words explain me how TC4017BP works exactly? I upload the datasheet also.
Please don't laugh, I know I diserve it but be nice to me!

4017..... just a decade counter. Give a clock pulse , a logic one will shift amongst the 10 data output pins.
There is a reset pin, to reset the count.
You can cascade many 4017 for more than 10 counting; also you can feedback one of the data output pin to the reset pin (using diode... I forget) in order to stop a counting of what you need....

Ok, trigger I got the picture. I was confused with the decimal and decade. Decade I understand but decimal I thought it has to do with comma ( english is obviously not my first language).
What if I want to let the counter detect from a number a pulse and above? Say 5 pulses? I mean if I don't want to produce any output for 5 pulses, then I just use the Q6 output?
