1. Right-click My Computer, and then click Properties.
2. Click the Advanced tab.
3. Click Environment variables.
4. Click New, the variable name is SNPSLMD_LICENSE_FILE or LM_LICENSE_FILE, value is your license file.

I would recommend you get hold of the linux version and use that, running native apps is always preferable but if you still wish to use the windows version of hspice through wine then I believe this is what you want https://www.winehq.org/docs/wineusr-guide/environment-variables
You should tell it where your license file is ... the rest should have been taken care of by the installer.
Also besides the possible problem of running a windows app in wine I guess it may be a bit messy too.
I installed Synopsys HSPICE 2007 ver-z-2007.03. Hspui works normally but not the HspiceRF. When I use it I found "Error: Failed to checkout (hspicerf) license token."!!
