switching PSU line to different devices using a micro

Hello, I design a system where I have to switch a PSU line to different devices (about 16 of them), in order to enable or disable them.

This switching has to be done using a microcontroller, with the least use of pins possible.

Finally, two or more devices have to be enabled simultaneously, so the simple decade counter solution is not good.

Could you please suggest me of any ideas?
 

Can you use MAX7221 for this purpose if it is convenient for you??? It is a 7 segment LED driver, but has 8 independent segment line and 8 independent digit line. In total, there are 16 pins which can be configured by the uC. And this pins can directly control a mosfet or equivalent. It can be connected by SPI mode (4 wire).
