surface impedance of impnetrable surface whic is not a conductor

Hello ,i have the following system where a wave incident on impenetrable surface which is not a conductor.
The expression shown bellow is the correct answer.
I am trying to get it using simple maxwell boundary conditions.
the closest i saw was nX(H1-H2)=J
Zs nX(H1-H2)=ZsJ
But in this boundary condition we ar not using E1 E2.Is there a more proper way to use both E1 E2 and H1 H2?

Where did i go wrong ?
