surface charge and surface current in medium prediction question

Hello, i have the following problem and solution based on maxwell equation as shown bellow.
but as you can see bellow the solution assumes no surface current and no surface charge when applying boundary condition.
I want to match a simulation with a calculation.How do i know if there will be a surface current/charge involved and how do i calculate it before puting into the boundary conditions bellow?
