Suggest a complete IDE & simulator for VHDL

I just started reading about VHDL and i would like to be suggested a complete tool. I don't own any FPGA hardware to test and see actual results and until i do
i would to work with simulations. Searching through the web i found alteras' Quartus II web edition which is free and plus it includes Modelsim.
I was thinking of buying an altera start kit, something like Cyclone VI.

Is Quartus II & modelsim a good way to start programming in VHDL and see working simulations?
 

Yes? You'll be stuck in the tool chain depending on the board you buy. Altera devices require quartus, Xilinx use ISE/Vivado. Modelsim is an independent simulator. Xilinx have started making their own simulator integrated into ISE/Vivado, but it is nowhere near as fully featured as modelsim.
