Strange problem with a Dual Dc-Dc converter

Guys I am using a dual dc-dc converter for 12 volts and simulating load through an electronic load. The output voltage reaches its peak value only when a load is connected to the negative side as well. Otherwise even on a minor load, the positive voltage reduced. Looking forward to new ideas.
 

Are both sides regulated independently? Some converters
"cross regulate" with one of the N outputs being the feedback,
and the rest only "track" to some less-than-perfect extent.

Added after 20 minutes:

Can anything be done externally to minimize the effects cross regulation when using dc-dc converters?
