I am learning STM32F100 .
Here how the value decide to set the PIN as OUTPUT
is it setting as one (ODRy = 1; ?

GPIO_ODR register sets output state, configuring a pin as output is achieved in GPIO_CRx. Suggest to read the reference manual GPIO paragraph completely.
