To measure a Step Response time, you measure the time from the start of the rise until the output decays to 37%?

Step Response time is to measure sensors and couplers?
Any of circuits or components uses step response time?

When would a tech want to measure the Recovery Time to 63%? for what kind of circuits or application

The Recovery time is from the start of the waveforms rise to 63%
 

The exponential decay of a 1st order filter is based on 1/e = 36.7% being the amplitude remaining .

0 to 63% represents the linear asymptote for RC or RL =T , time constant from which those reactive elements can be measured if R is known.

After 5T periods the signal reaches 99% for a 1st order step response.
 

Yes when measuring the RC Time Constant

I have seen a tech inject on the input of a node to a RC time constant using a Step or Rate Generator as the input waveform

The Recovery time is from the start of the waveforms rise to 63%
The Step Response Time is the start of the waveform to the decay of 37%

A Step generator or a Rate Generator was used for the input to a circuit or to a node to an RC time constant network and the tech would measure the Recovery time and Step Response time of the exponential waveform rising and decaying

Also it's used to measure sensors and couplers recovery time and step response time
