Stator position in block commutation

I am bit confused with this, when doing 120 degree switching we know the rotor position by hall position which can have from 1 to 6. But how are we defining stator position? Yes it is fixed. But when we are saying the maximum angle between rotor and stator is 120 and minimum is 60 degrees. Whether stator is also measured in terms of hall table? Please advise.
