Sound Wave Graphic in Visual Basic

Hi all.
I need to do a program in which a sound wave graphic is to be captured shown.
After doing that, I need to put some marks along the graphic, so that I can later create a table of time controlled events, that will synchronise lights and other artifacts with the sound track.
Is this possible with Visual Basic?
If yes, how can I learn to do that?
