some questions about LNA design within (10-12GHz)

hi all,
my requirement is to use the HP ATF-36077
between 10Ghz-12Ghz
Gain > 12.5 dB
Noise Figure = 0.6 dB ± 0.1 dB
Input return loss > 10 dB
Output return loss > 15 dB
firstly, the stability-factor<1 ,so i added a resistance=6 ohm in series, at output port ,then k>1 , and i designed the matching network .

now i met the requirements at center freq=11Ghz, but
@10Ghz , S11 =-6dB,S22=-10 db gain=13dB
and @12Ghz s11=-3dB,s22=-9db ,gain=10db
how to obtain the requirements between 10-12Ghz?(11Ghz is ok now)
