Solder resist also provides barrier against condensation on circuit?

In a car headlight PCB (LED driver), the pcb may get condensation on it. How much can the solder resist be relied upon to protect against short circuiting due to the condensation water?

Is it more usual to conformally coat PCBs to protect against shorting due to condensation?
 

I've tried to remove resist on some professionally made
boards and it "resisted" everything I tried short of the
X-acto knife. Half a dozen different solvents and water
too.

But certainty, over the long haul, that's another matter.
I think you want to look at conformal coating like the
aerospace guys always use, if you want that kind of
confidence.
