snapshot from tv card?

Hello EDAians.
I have a tv card which i use to view cable channels and VCRs. I need to develop an application which can take snapshot of movies. If you guys know any open source application or any documentations which will be help for me, you can reply to this post.
Is there any library files in visual c++ or matlab that i can use for easy development for such applications?

There is a book out there that show you how to interface to your video-cameras and other video-capture devices to do video capture. I think most tuner cards can do capture but I am no expert in this field.

OK, I just did a search for a book I was thinking that might help u and here it is:

Programming Cameras and Pan-Tilts: with DirectX and Java

This should show you how to enumerate all video-devices (including tuners) that are capable of capture (single-frame and streaming) and how to link to a device and get single or streaming frames from it. This stuff is complicated, be ready for a lot of late nights.
