Well . it is simple . Do you just want it's circuitry or you want design it with yourself and some helps ? I can help you at both of them .
By the way . is your input from main power line ? ( in my country it is 220 volts 50HZ ) . and do you need protection circuits for that ?

your input current will be about :4 A ( approx) .
So you can use a simple full bridge converter . with IGBT or mosfet , but at this current , you'd better , to use IGBT , because of cheaper price and simple availability .
at first read about ferrite transformers , and tell me about ferrites that are available in your country . for example , do you have access to PQ series ?

As probably you know , at some applications we need isolated out put wave , and because we have to take feed back from out put , we have to drive the BE of each transistor ( main transistors ) with isolated ways , and the reason of first transformer is that . and the reason of another transformer ( out put transformer ) are two things ! first one , is isolation and another thing is changing the current and voltage with desired ratio .Can you tell me how the Both transformers(T301 & T302) works?? For what purpose two transformers?? Please explain elaborately.
As we know each op amp can work as a simple comparator , but i will not use any op amp as comparator in my SMPS designs , because comparators are better , do you know why ?In the above circuit,will the LM358 wrks as comparator???
Maybe yes or no . it depends on your design , e.g if you want drive BJT and the out put of your IC is about +15 volts you can design it as an step down.Is the T302 transformer is stepdown transformer???
It depends on what do you want to do exactly .What type of transformer was T302?? It has two windings at primary.. And single winding at secondary...Hope it is Stepup transformer..is it???
And what do you mean by that ?Mains they have converted to DC and giving to transformer. Will they are doing that DC voltage to Pulsating DC through Q301 & Q302 and feeding to T302 transformer??
