smps controller times out

hello,

i do offline 24W flyback SMPS with vout = 36V and Cout = 30mF.

output capacitance is (necessarily) so high that smps controller ic does not get into regulation very quickly (i.e. b4 ~130ms) and so it thinks there is a short on the output , and shuts down b4 even starting....you know of smps ic's which can get round this?

the vast majority have this time-out function, which i do not want
