I have a 2-speed ac motor. 110vac, 5 wires (Com, Cap (apparently starting capacitor), Gnd, High, Low). cannot reach the motor, only the wires. I would like it to run slower on low setting. Can I do something to the harness to achieve this?

i would think that there are two sets of magnetic circuits in the motor, so its a two pole machine for high speed and four pole for low speed. You can only adjust the speed of these motors by the number of poles or the frequency of the AC.
