Skin effect in CFL lamps

Hi all,

Is it possible for a CFL to produce Skin effect ?

The working frequency is 13 KHZ, material is aluminium coated over plastic( reflector+ holder),approximate voltage is 300 V. the current should be around 40 mA.
 

I don't think that the current flow will be through the reflector. 13 kHz is a rather low frequency with about 0.5 mm skin depth for copper.
