It all depends upon the frequency range and your budget. At the low frequency end including DC you can use two op amps one inverting and the other not. At the next higher frequency range a transformer will work. At the much higher UHF and microwave range a transmission line balun will be needed.
If your input signal is large signal, then you can use a differential pair to receive the input and the collectors/drain of the differential pair will output a differential output.
The input signal will be received by the base or gate of one side of the differential pair, while the other side of the diff pair base/gate voltage will be referenced to Vinput/2.
