Simple USB power supply board

I want some feedback on a cost effective solution to a problem. I have a cheap little light fixture from a thrift shop and I want a 5v input to have a USB output for lightning charging for an Android and some solder points to power about 6 LEDs. Is it cheaper to solder up a board to handle the power conversion or just buy something premade? New to hobby electronics, so if you have a premade solution and could share a link that would be much appreciated.

* What exactly is the input voltage
* what is (are) the output voltage(s) nd the accirding currents.
