Simple Over power protect circuit...

I want to build a over power protect circuit,This resolution is <15%, I can not use special multiplier chip for it becuase of it's expansive price.
how can I use a simple circuit to realize this funtion.
 

Can you not use voltage protection or current protection instead?
I don't know what your application is.
 

My systerm have voltage and current separate protection. and My systerm need power limited,So i need over power protection.
 

use a mutiplier
Vo=I*V
