simple bias

Need to design a simple relaxation oscillator. Want it to be small and simple. Frequency can be anywhere between 10-30MHz. What is the simplest bias circuit that can provide the OP for the osc, when PVT changes. (temperature 0-85, vdd 3.0-3.6). Will a resistor plus a diode-connected nmos do?
