how did u came to know that you have problem with the power on board.....did u tried some AT commands from UART ....generally these chips get high input current while transmitting and receiving ..... Frist try to red some manufacture ID or device ID....then you can see ..... second important point is voltage range of IC is 3.2V ~ 4.8 so better to operate it 3.3V or slightly higher than that....
