Signal generator to test energy meter

Hello,
I am starting a project to build a signal generator to test the accuracy of energy meters. Do you think building one is fessible? The commercial sets on the market is way too expensive! A senior engineer suggested that it could getting a stable voltage and current source up can be done quite easily using mcu with dac outputs connected to an op-amp circuit. the op-amp circuit will be connected to power-amp circuit?

The truth is I am no analog circuit guy, but I am willing to learn. Just need some opinons about the fessibility and some pointers/links to/of concepts which will help me start of.

The requirements of the signal generator:
a) Supply voltage 220~230VAC
b) Inject AC Current with the range of 0.04A, 1A, 10A and 20A
c) Ability to shift the current and voltage waveform to crate a phase-shift condition for testing of power factor criteria.
