Set of criteria for CE Flicker Test

I have a product that failed the flicker test. I have read the test specification and it is not at all obvious what the pass/fail criteria are. I even read a paper called Flicker test Demystified....and I'm still mysified.

Does anyone have a set of rules to follow in plain english that, when followed, will lead to successfully passing this test?

Any help is appreciated.
