headphone users in public spaces constantly need to adjust their speaker volumes to keep the volume above the background noise level which can be assumed to be frequency insensitive. I want to design a circuit that will adjust the output volume automatically.

Any suggestions on how to go about this would be appreciated............
 

have a look at Audio Compressors (Voltage controlled Amplifiers) with a separate control input for some ideas on your question.

Lower bandwidth types will be more suitable for Audio, other manufacturers have suitable products as well.....

Use the ambient signal for the control voltage input so that it acts on the gain cell to increase the 'wanted' signal level when the ambient level is high.

some PA systems will sense the ambient sound level and automatically adjust the volume so it is above the background sound level

so you might look at the circuit blocks they use. I would surmiss it is a sample [the background sound level] and hold circuit feeding a DC controlled voltage amp
