That’s the official software from Xilinx. Where is the problem with Windows XP and 2000? Don’t you have one of these OS? Perhaps you can get an older version from Xilinx. Phone or mail Xilinx and tell them your problem.

the IMPACT utility included in Xilinx webpack does just that
need a parallel III or IV cable, but you can find these schematics on www
