Dear all,

could anyone tell what is the best EM simulator for calculating radiation efficiency for a microstrip antenna?
I'm simulating a paper using hfss and can't get the proper efficiency.

It is impossible to determine a universal best EM simulator for calculating radiation efficiency. Every simulator has its advantage and shortcoming. By saying "can't get the proper efficiency", how much difference between the HFSS result and the data provided in the paper?
 
The whole behavior is different. Besides the efficiency is 100% for frequencies of worst return loss and low for frequencies of good RL !

Both my simulation and reference are attached.

Try to manually mesh denser the volume around the antenna (i.e., the air around the antenna) and the radiation boundaries as well. HFSS automatically refines the mesh where the electric field is more intense. This usually happens close to the port, therefore in order to accurately get the radiation efficiency you need a fine mesh within the whole computation domain.

Generally, when talking about radiation efficiency, the loss due to inperfect impedance matching is excluded. In other words, the behavior of radiation efficiency has nothing to do with return loss (RL). Besides, I notice that the reference uses the term "antenna efficiency" instead of "radiation efficiency", you should check whether or not the matching loss is included there so as to make a fair comparison.
