Reverse Current Surges

When does a circuit produce reverse current surges? When it's switching off and on? or when switching from a Positive cycle to a negative cycle?

Reverse current surges will cause damage to capacitors and transistors

I think you are talking about the energy stored in the magnetic field of an inductor. When the current is cut or reduced, the inductor produces back EMF (= Di/Dt X L), this is in the opposite direction to the the original voltage that charged the inductor.
