resistor ladder in flash adc

resistor ladder flash adc

As we all know, in a flash adc in order to maintain quantitive error within ±1/2VLSB ,the lowest resistor in the resistor ladder is R/2 and the uppermost resistor is 3R/2. but in berkeley lecture, the lowest and uppermost resistor both are R/2 and the resistor numbers increase to 2N+1 from 2N and comparator numbers increase to 2N from 2N-1. what is the reason?
