[SOLVED] resistor between phase and neutral

Please explain why resistors are connected between phase and neutral as in following diagram....
R2 and R5 are to discharge C10 when device is unplugged, to prevent shock hazard.

btw: Better to upload picture as GIF like below - only 6KB instead of 412KB download for BMP.
